Description

What makes macro-regional strategies (MRS) work? What keeps the macro-regional ‘motor’ running? This workshop intends to address these questions and bring together practitioners and academic experts. Its objective is twofold: to identify project-to-policy loops (i.e. how projects and initiatives can contribute to the better implementation of policies and vice versa); and to identify learning processes that unfold from one strategy to another.

Four EU MRSs have been adopted so far and are in different implementation stages. The questions above are relevant to all of them. The Interact III Programme in cooperation with the Horizontal Action ‘Capacity’ of the EUSBSR has drafted an input paper entitled ‘How macro-regional strategies deliver: workflows, processes and approaches’. In cooperation with the University of Agder, Interact has also developed a collection of policy papers entitled ‘Making the most of macro-regions’. Both documents will form the framework of the discussion.

In a nutshell, we want to discuss with representatives of the four EU macro-regional strategies and academic experts their views on these issues – how in addition to project development and implementation MRS could drive policy impact and what the contribution of the MRS to the ongoing debate of post-2020 EU Cohesion policy could be. Moreover, we will discuss what ways there could be to promote a ‘macro-regional mindset’.
