The workshop is related to work done within HELCOM, but open to observers, NGOs, river basin management authorities and other stakeholders working with water management or measures to reduce nutrient inputs to the Baltic Sea.

Within HELCOM there is upcoming Effectiveness of Measures (EOM) work, where the intention is to evaluate examples of decreases in nutrient inputs in some river catchments and to quantify reasons behind the decreases, to combile information of the planned measures and evaluate what is their implementation status in 2023. Furthermore, the intention is to estimate what are the expected reductions in nutrient loads by 2030. The workshop will aim at solving some issues countries have with EOM data. 

The workshop is combined with the work on implementation obstacles and propagation of best examples for eutrophication that was started under the German chairmanship of HELCOM. The analysis mainly investigates the feasibilty of reaching the BSAP Nutrient Input Ceilings (NICs). In the event the results are presented and discussed. The aim is to identify country/basin combinations where the achievement of NICs is unlikely, in order to embark on a discussion how concrete implementation obstacles could be overcome.
