The contest is open to people aged 18-35 who are citizens of states-participants of the EU Strategy for the Baltic Sea Region (Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Poland, Sweden) as well as Norway.

Contest works should touch on the themes of the 10th Annual Forum of the EU Strategy for the Baltic Sea Region in Gdańsk and contain the phrase:  "10th Annual Forum of the EU Strategy for the Baltic Sea Region, Gdańsk, Poland, 12-13 June 2019." As an option, contest works may also include the event's slogan "Reduce, Reuse, Rethink," which is featured on the Forum’s logotype.

Ceremony to award prizes and honourable mentions will be held during the 10th Annual Forum of the EU Strategy for the Baltic Sea Region in Gdańsk on 12 or 13 June 2019.
