EUSBSR Flagships projects have an important role in developing clean shipping and making the region a model for others. 

A new study "Economic incentives to promote environmentally friendly maritime transport in the Baltic Sea region" by Finnish Transport and Communications Agency (Traficom) provides a comprehensive overview of the existing economic incentives for maritime transportation in the Baltic Sea region. The aims are to estimate the impact of these incentives, to recognise challenges related to them, and to discover best practises.

EU Strategy for the Baltic Sea Region is also mentioned as an important regional instrument: "The EU Strategy for the Baltic Sea Region (EUSBSR) and its policy areas (PAs), such as PA SHIP to become a model region for clean shipping, support projects by awarding flagship status for specific regional priority initiative."
